I’m about to treat my attic with xempt dust but wondering should I roll up some of the insulation first and dust underneath so it gets onto the ceiling wood below. Then I would cover it back up so its good and treated. I have a lot of bugs up in the rafters, silverfish mostly and some roaches, and they sometimes come through the ceiling lights below so I know they’re getting under the insulation.
Ideally you should treat both! For sure bugs will fall down from above and if you have dusted the top of the insulation, that will intercept them.

Lastly, light fixtures should be dusted from above by lifting the insulation as you mentioned you wanted to do above. Treat around any vent or light fixture you can find. This will prevent those areas from becoming nest sites as well and should stop anything from dropping down into your living spaces.
